Advice on buying canoe with flaking paint

Does this canoe require a full re-canvas or is it just in need of good sanding and a paint job? It's for sale near me and I'm interested only if I am refilling canvas and painting. Also, if the paint is this bad, is it likely the bedding in the stems is bad, too?

I would assume it needs recanvassing.

I agree with Jim that it probably needs the canvas replaced. A water test will usually give you a very quick answer to the condition of the canvas. Another option is to turn the canoe upside down, dump at least one bucket of water all over the outside, and then check the inside for wet spots. Good luck,
