Record high water at Ottawa, raging river...

The flooded-out homes downstream are in the news, meanwhile the rapids in downtown Ottawa are shown below... even beavers can't deal with current that strong. IIRC people have been told to keep off the bridge, doesn't look safe with not much clearance below.

Is this primarily due to rain or snow melt?

The Quebec Environment Minister David Heurtel has described the rainfall as historic, leading to flooding in areas of that province.
Here's a paddler getting around their neighbourhood in Montreal Que.


Heavy rains in the neighbouring province of Ontario in the preceding days ("upstream" as the weather patterns flow) had also been record setting. (The city of Ottawa, our nation's capital, is in Ontario just across the Ottawa river from Quebec.)

That's quite the torrent. I'm surprised that the water isn't muddy and there didn't seem to be much debris coming down. Hopefully there isn't much property damage.
